PLANS AND PROGRAMS



The present leadership is geared up for further growth and development through the four (4) core sectors namely: -Health,Education,Agriculture and Tourism. Governance for the next three years would, therefore, ensure the redirecting and refocusing of priorities, the converging of resources and partnership-building in carrying-out the HEAT flagship programs.

HEAT shall form the building blocks that would instill optimism for a better future - a future that guarantees income security for each and every Palaweño; a future of better life for our children; and a future that ensures a prosperous economy and a healthy environment.


PROVINCIAL DEVELOPMENT VISION



Palawan is envisioned to become a province where people, culture and economy are in harmony with the environement and natural resources living in peaceful, orderly and prosperous communities.

The province's vision as stated advocates a comprehensive approach to development encompasing five (5) major aspects: human, cultural, economic, ecological, and social. It recognizes that economic development is closely linked and enhanced by the other aspects of development and adheres to the following principles of sustainable development:

1.    People as the core of development initiatives.
2.    Nurturing the inherent strengths of local and indigenous knowledge, practices and beliefs while respecting the cultural diversity, moral norms and spiritual essence of the society.
3.    Relying on the inherent capacity of the people to decide on the course of their own development.
4.    Securing the right of all to a peaceful and secure existence.
5.    Ensuring social cohesions and harmony through equitable distribution of resources and providing the various sectors with equal access to development opportunities and benefits today and in the future.
6.    Ensuring the participation and empowerment of all sectors of society in development decision-making and processes.
7.    Development founded on a stable economy where the benefits of economic progress are equitably shared accross ages, communities, gender, social classes, ethnicities, geographical units and accross generations.
8.    Recognizing nature as common heritage and thus respecting the limited carrying capacity and itegrity of nature in the development process to ensure the right of present and future generations to this heritage.


MISSION STATEMENT



The Provincial Government of Palawan is confirmed to build and nurture a Provincial Governement Culture where integrety and excellence in service to its constituents are a way of life. It is committed to deliver governement services of optimum quality and value, upholding the highest moral, ethical standards in all governement transactions and operations. The provincial governement of Palawan recognizes that these core values are essential to the promotion of the general welfare of its constituents, particularly in the pursuit and promotion of:

1.    The preservation and enrichment of culture
2.    Promotion of health, education and safety
3.    Enhancement of the right of the people to a balanced ecology
4.    Encouragement and support to the development of appropriate and self-reliant scientific and technological capabilities
5.    Improvement of public morals
6.    Enhancement of economic prosperity and social justice
7.    Promotion of full employment
8.    Maintenance of peace and order
9.    Preservation of the comfort and convenience of the inhabitants


DEVELOPMENT THRUST AND STRATEGY



The realization of the province's development vision and goals require a combination of several strategies. Foremost among them is a spatial development strategy which is a generalized approach in guiding the physical development of the province and natural resources utilization. Given proposed growth rates, the likely pattern of population distribution, the physical characteristics of the province and the existing levels of physical facilities and services, the following are the spatial development strategies for the development of Palawan:

1.     Human Development strategy. Human development strategy will center on the most basic human needs: Health and Education. Good health is not just quality of life. Good health is a key to economic and sustainable development. On the other hand, education is about giving people the knowledge and skills they need to be active citizens, participate successfully in the economy and fullfill themselves as individuals.
2.     Economic and Sustainable Resource-Based Development strategy. The economy of the different settlements of Palawan needs to be strengthened with full vigor and skillful resource planning. The development depends upon the establishment of agro-industries based on marine and fisheries, crops and livestock, and tourism. Sustainable Resource-Based Development strategy shall support the promotion of agri-industrial development, fisheries development, environmentally-sustainable tourism development and other resource-based development.


EXPENDITURE HIGHLIGHTS



Our greatest enemy today remains to be poverty but we can see that we are now gaining the edge in our battle against it. This is largely due to our conscious effort to mnake every Palaweño self-reliant in terms of their minimum basic needs. Recognizing the limitation of the provincial governement's resources, we implemented innovative schemes to improve the quality and widen the reach of our basic services. Foremost, we focusd and prioritized our interventions on the survival needs of the poor persons and families in especially difficult situations.

Our budget for 2012 also calls for more focused interventions; we will refocus our priorities and pursue high impact interventions on Health, Education, Agriculture and Tourism. With the current economic situation, there is greater urgency to provide our people with the interventions that will empower them, help them lead healthier lives with dignity and steer the growth of rural economies.
