EDUCATION



“For some who are less fortunate, education may be a problem.  But somehow, let us give them a chance to have a lifelong tool to a better life.” (From Gov. Baham’s inaugural address)

That is why, Gov. Baham continues to support the college scholarship program for the Palaweño youth.  At the start of his administration, Gov. Baham increased the beneficiaries of Iskolar ng Bayan from 2,200 to 4,000 scholars.   As bonafide Team Palawan Scholars, the beneficiaries are expected to make the grades.  Students and parents should also provide, one way or the other, for a counterpart like paying for miscellaneous fees.  

The Provincial government also addressed the shortage of teachers due to the increasing number of enrollees by employing 389 teacher aides who are assigned in the remote areas all over Palawan.  Prior to deployment, the teacher aides undergo evaluation and skills training.

Gov. Baham provided the mechanisms for the adoption of the Alternative Learning System in the province.  A total of 149 ALS instructors were employed to accommodate the 1,368 learners of the ALS program resulting to the increased literacy rate in the province.  For better implementation of the ALS especially in island municipalities, Gov. Baham recently inaugurated Layag, a boat equipped with sound system and ALS materials, that shall be used to ferry ALS instructors to island barangays. 

To attain the provincial vision for Palaweño children “Batang Palaweno, angat kahit kanino,”Gov. Baham provided school bags containing raincoats, notebooks, lunchboxes and writing tools to 33,000 first graders in public schools all over the province.

Gov. Baham:  We have now 33 thousand children in school.  We have 66 thousand parents no longer worried on how to keep their children in school.  We now have 66 thousand parents no longer worried on where to get money to buy school supplies for their children.


ENERGY



The Provincial government has initiated the first Energy Summit of Palawan that provided opportunities for a collaborative discussion between and among the concerned energy stakeholders and the municipal, provincial and national agencies to be able to harmonize the development plans for the energization of the province.

There are about 1,592 packages of Home Solar System that will be distributed in remote and off grid barangays all over Palawan.  In his State of the Province Address,  Gov. Baham revealed plans to construct the New Guinlo grid extension worth 9.2 million pesos and procurement of additional generating set for Sicud, Rizal.



ENVIRONMENT



As the country’s last ecological frontier, Palawan enhances environmental conservation and protection through the Kilusan Sagip Kalikasan.  KSK adopts a three-pronged approach in the campaign against illegal fishers and loggers thru massive information drives, community development and networking with multi-sectoral groups and law enforcement agencies.

The annual Pista ng Kalikasan had the enthusiastic support of redeveloping 3.3 hectares of idle land to a forestland in the municipality of Taytay.  The focus on reforestation efforts on slope protection will minimize flashfloods that will protect the riverbanks.

Gov. Baham actively supports the PalTrees Project, which is jointly implemented with the Palawan Council for Sustainable Development.  This program aims to produce 1.5 million trees a year.

The Provincial government continues to impose the 25-year mining moratorium in the entire province of Palawan.


EMPLOYMENT



The indicators of employment in the province of Palawan show that there is a necessity for more job opportunities.

It is the policy of the Provincial government to require big investors, locators and big businesses to adopt a “Palaweño first policy” in hiring people.  Gov. Baham encourages investors to submit a job list to the Provincial Government to facilitate the training of the Palaweños to match their manpower requirements.
